Undercover Procedure
Uniform Guidelines
Uniforms should be kept neat and tidy at all times. Uniforms are to be worn in compliance with all Subdivision Regulations (LSPD, BCSO). On undercover assignments detectives are allowed to wear whatever clothing is deemed needed to complete the assignment. Please note there must be at least one vested officer per unarmed UC officer. Crash and Follow Teams should when appropriate make every attempt to wear a patrol vest.
Vehicle Guidelines
Vehicles should be kept neat and tidy at all times. Vehicles are to be utilized in compliance with all Subdivision Regulations (LSPD,BCSO). All UC cars with no lights or markings are to be signed off for use by the Detective Commander or Sgt, if either are not available the Highest Ranking officer on duty from any division will sign off on the vehicle. When appropriate every attempt should be made to use a vehicle with lights for the Crash/Follow Team provided it does not impact officer safety.
Team Setup
When planning a UC operation the OIC (Officer in Charge) shall ensure proper implementation of an OPS Plan is made. At minimum there must be 2 armed officers per UC that are unarmed, one of whom is also vested as the UC’s main cover officer. There should also be proper planning before an operation of what to do and what roles each member has on the team.
Lost Officer Procedure
As soon as possible the OIC of the operation should make the highest ranking officer from any division aware of the status. Officers involved in the operation should begin to transition into the investigative procedure of the crime occurrence. The OIC should ensure proper care is taken to enter any pertinent BOLO information is given to patrols and entered into the CAD system. Please note the OIC of the operation now gives control of the operation to the highest ranking officer he is informing of the lost officer.
Communications Link
At any and all times when available, Detectives and UC’s should attempt to remain in constant contact. If contact is not able to be kept the OIC should ensure dispatch is aware of a UC that is working without contact to his handling team.
Use of Confidential Informants
Any and all uses of Confidential Informants(CI’s) shall be approved by the Detective Commander or Sgt. Any and all information obtained from a CI shall be given to the Detective Commander or Sgt for approval of an operation.
